SECTION 7: BASKETBALL TOURNAMENT RULES
Teams: Each team shall consist of no more than 10 team members entitled to play, including a captain
Uniforms
According to FIBA rules, uniform numbers from 4-15 are encouraged.
Uniforms must display numbers on the front and back. The number can be displayed on the shorts.
If there are a clash of colors, bibs will be decided by the toss of a coin.
Players shall not wear equipment [objects] that may cause injury to other players. This includes chains, bracelets, watches, rings and earrings.
A warning will be given to all players. If such objects are not removed, the player will be asked to leave the game by the Game Director.
Player Injury - In the event of injury to a player[s], the official may stop the game.
Duties and Powers of the Captain - The captain is a player who represents his team on the court. He may communicate in a courteous manner with the officials during the game to obtain information, however, only when the ball is dead and the game clock is stopped.
Duties and Powers of Coaches
The coach and the assistant coach may go to the scorer’s table during the game to obtain statistical information only when the ball is dead and the game clock stopped.
Only the coach is permitted to remain standing during the game.
The coach may address the players verbally during the game provided he/she remains within the team bench area
C. RULE EXCEPTIONS
Game Period
A jump ball will only be used at the start of the game and overtime periods.
Games will be 2 x 12 minute stop time halves, with 5 minutes for half time. (May 2013)
A shot clock will not be used. The Game Director will enforce the 24 second rule if there is deliberate stalling of play. The Game Director will inform the timekeepers to stop the clock, will discuss the issue with the offending team’s coach, and then possession of the ball will be turned over.
Overtime Period - Overtime will be 1 period that is two minutes in length (stop time). (May 2012) If the score remains tied after the overtime period, a subsequent overtime period termed “sudden death” will follow, with the first team to score being declared the winner. (May 2012)
Defense
A team may play a man-to-man or a zone defense throughout the game.
Senior team may implement a full-court press at any time throughout the game.
A Junior team cannot implement a full-court press. Players must return to the half-court line before playing defense. However, a junior team may use any type of defense, in the last four (4) minutes, of the second half and anytime during the overtime period only when the score difference is less than 20 points between teams.
Time-Out
Teams are allotted three 1-minute timeouts per game (only to be called on a ‘dead ball’), which can be used anytime during regulation. (May 2012)

Round Robin Tie-Break Procedure (May 2012) In the event of teams being tied in the pool standings at the end of the round robin stage, the tournament will use the following tie-break system.
The ranking of each team in each pool will be determined as follows:
Point differential between tied teams (Head to head) (no credit for more than 25-point difference/game)
Point differential in all games (no credit for more than 25-point difference/game)
Least amount of points conceded between tied teams
Least amount of points conceded in all games
Coin toss
Note: In a 3-way tie, once one team has been eliminated you continue to work through the tie-break system. You do NOT return to the top of the tie-break system. (May 2012)

E. FACILITIES
- Rule Book: The tournament will follow the official rules of FIBA. The rules can be found at www.fiba.com
- Ground Rules:
- The Tournament will be governed by ground rules as instituted by MRISA handbook. NO Rules discussion/changes during coaches meeting.
- The Tournament Coordinator is responsible for ensuring there is a Game Director for all basketball games.
- The Game Director MUST be familiar with the FIBA rules and MRISA guidelines
- The Game Director should be introduced at the Coaches Meeting or in the morning prior to the Tournament starting.
- The duties of the Game Director will be to sit with the scorers at the score table and see that the MRISA Code of Conduct/ FIBA rules are followed by players and coaches. If coaches need clarification or have questions regarding rules during the game concerns must be addressed directly to the Game Director during an official time-out.

D. FIBA RULES CLARIFICATIONS
- Team Fouls: Penalty
- A team is in a team foul penalty situation when it has committed four [4] team fouls in a half.
- When a team is in team foul penalty situation, all subsequent player personal fouls committed on a player who is not in act of shooting shall be penalized by two [2] free throws, instead of a throw in.
- If a personal foul is committed by a player of the team in control of the live ball, or of the team entitled to the ball, such a foul shall be penalized by a throw-in for the opponents.
- Time Out Procedure
- If a field goal is scored against a team which requested a timeout, the timer shall immediately stop the game clock and sound his signal.
- If the request for the timeout is made after the ball is at the disposal of the free-throw shooter for the first or only free throw, the timeout shall be granted for either team if:
- The last or only throw is successful
- It is followed by a throw-in from the center line extended (This is an extension of the center court line on the opposite side from the scorers bench)
- A time –out shall not be permitted to the scoring team when the game clock is stopped following a successful field goal during the last two (2) minutes of the second half or the last one (1) minute of the extra period unless
- An official has interrupted the game
- The non-scoring team has been granted a timeout or substitution.
- Substitutions - A substitution opportunity begins when:
- The ball becomes dead, and/or the game clock is stopped and/or the official has ended his communication with the scorer’s table
- A player who has become a substitute and a substitute who has become a player cannot respectively re-enter the game or leave the game until the ball becomes dead again, after a clock –running phase of the game, unless .the team is reduced to fewer than five [5] players on the court.
- If a free throw shooter must be substituted because he is injured, has committed his fifth foul, or has been disqualified, the free throw [s] must be attempted by the substitute who may not be substituted again until he has played in the next clock-running phase of the game.
- A player that is injured and receives attention from the coach or medical staff must be substituted and cannot re-enter the game until ball becomes dead again after a clock-running phase of the game.
- Free-throw
- The free-throw shooter shall release the ball within five [5] seconds of the time when it is placed at his disposal by the official
- The free-throw shooter shall not touch the free-throw line nor enter the restricted area until the ball has entered the basket or has touched the ring
- The free-throw shooter shall not fake a free-throw
- The players in the free-throw rebound places shall be entitled to occupy alternating positions
- The players in the free-throw rebound places shall not enter the restricted area, the neutral zone or leave the rebound place until the ball has left the hand[s] of the free-throw shooter
- The opponents of the free-throw shooter shall not distract him by their actions
- Closely guarded player
- A player who is holding a live ball on the playing court is closely guarded when an opponent is in an active guarding position at a distance of no more than (1) meter
- A closely guarded player must pass, shoot or dribble the ball within five [5] seconds
- Player falling, lying or sitting on the floor
- It is legal when a player falls on the floor while holding the ball, or while lying down on the floor to gain control of the ball
- It is legal when a player falls and slides on the floor while holding the ball; however it is a violation if the player attempt to stand up while holding the ball.
- 8 Second Rule - The offensive team has 8 seconds to cross from backcourt to front court.
- 24 Second Rule -
A 24 second shot clock will not be used.
The Game Director must carry a stopwatch and enforce the 24 second rule if there is deliberate stalling of play.
The Game Director will inform the timekeepers to stop the game clock, will discuss the issue with the offending team’s coach and then possession of the ball will be turned over.
E. FACILITIES
- Equipment - The following equipment will be required:
- Official game ball:
- Junior boys and Girls will use the 28.5 ball (size 6).
- Senior Girl’s will use a 28.5 ball (size 6).
- Senior Boy’s will use an official Men’s ball (size 7).
- Game Clock (visible to coaches and players).
- Official MRISA Basketball Scoresheet
- Alternating possession indicator
- Player Foul markers
- Team Foul markers
- Game Officials - Host schools are strongly advised to utilize host country certified umpires, referees and table officials. Host school should not use parents, students or teachers to officiate games.
- Any protest or appeal will be handled by the Game Director in accordance with the FIBA rule book and the MRISA Guidelines. The Game Director will make a decision in consultation with the Tournament Coordinator. This decision will be final.
